Is Dubai Holding a reliable developer?
Last reviewed: 2026-11-01
Dubai Holding is the investment group behind Nakheel, Meraas and Dubai Properties; The National describes it as the personal corporate portfolio of Dubai's Ruler (March 2024). It also owns 29.73% of Emaar (May 2026) and 85% of the listed Dubai Residential REIT (May 2025). No DLD registry sample is shown here: none of the 7 Dubai Holding projects listed on Profound has registry records in our dataset, so see the Nakheel and Meraas pages. The caveat is that a strong parent does not guarantee any single project's dates. Check Dubai REST status, the escrow account and the SPA delay clause.

Watch out for
- No DLD registry sample is available for Dubai Holding-branded projects in Profound's dataset (Oct 2026); check each project's registry record yourself.
- Projects are sold through subsidiaries (Nakheel, Meraas, Dubai Properties and others); confirm which entity signs the SPA and which escrow account is named.
- Subsidiary samples show mixed timing: 2 of 14 active Meraas projects were past their registered completion date on 1 Nov 2026, and none of 6 active Nakheel projects (Profound's dataset).
Is Dubai Holding government owned?
It is owned by Dubai's Ruler rather than listed. The National calls Dubai Holding, set up in 2004, Sheikh Mohammed bin Rashid's personal corporate portfolio (March 2024). Its real estate arm includes Nakheel, Meraas and Dubai Properties, and it holds 85% of the DFM-listed Dubai Residential REIT (May 2025). It is state-linked, but it does not publish results the way a listed company does.
Does Dubai Holding own Emaar?
Partly. In May 2026 Dubai Holding took over the Investment Corporation of Dubai's 22.27% stake in Emaar Properties, raising its total to 29.73% and making it the largest shareholder (Government of Dubai Media Office). Emaar remains a separate company listed on the Dubai Financial Market with its own board, and most of its shares are held by other investors.
Which developers have the strongest track record?
There is no official ranking. Look at finished projects, delays against registered dates, escrow and disclosure. For Dubai Holding, read the record through its brands: in Profound's DLD registry sample (October 2026), Meraas had 2 of 14 active projects past their registered date and Nakheel none of 6. Check any project on Dubai REST.

Dubai Holding FAQs
Who owns Dubai Holding?
Dubai Holding is owned by Sheikh Mohammed bin Rashid, the Ruler of Dubai; The National described it in 2024 as his personal corporate portfolio. The group was established in 2004. The same report named Sheikh Ahmed bin Saeed Al Maktoum as its chairman. Property is one of several sectors the group covers, alongside hospitality, asset management and entertainment.
Which developers are part of Dubai Holding?
Dubai Holding's real estate division brings together Meraas, Nakheel and Dubai Properties, along with the facilities manager Ejadah. Which Dubai Holding projects can I buy through Profound?
The Dubai Holding projects Profound lists include Rahaal, Asayel 1 and Lamtara 1 in Madinat Jumeirah Living, as well as Jumeirah Hills – The Palaces, Al Dhabi and Burj Jumeirah. Apartments in Rahaal start on Profound from about AED 1,200,000. Availability changes often, so our team confirms which homes are open before you book a viewing.
Can foreigners buy in Madinat Jumeirah Living?
Yes, foreign buyers can own homes in Madinat Jumeirah Living, which Dubai Holding launched in 2018 as the first freehold residential community in Umm Suqeim. In a 2020 update, Dubai Holding said overseas investors had bought 43.52% of the units sold. Ownership is recorded as a freehold title with the Dubai Land Department.
How do I buy off-plan from Dubai Holding?
Buying off-plan from Dubai Holding starts with checking the project with the Dubai Land Department, because Dubai's Law No. 8 of 2007 requires every off-plan project to have its own escrow account with an accredited escrow agent. Our team confirms the escrow details, the payment plan for the phase you pick and the handover schedule, then guides you through reservation, the sale agreement and registration.
