Off plan projects in Downtown Dubai

58 Projects

Off-plan projects in Downtown Dubai are new apartments, penthouses and branded residences sold before completion in Emaar's community around Burj Khalifa and The Dubai Mall. The district sits between Sheikh Zayed Road and Financial Centre Road and is served by the Burj Khalifa/Dubai Mall station on the Dubai Metro Red Line, so buyers are paying for a central, walkable address rather than for space.

Browse the current Downtown launches below, then read how the area works, who tends to buy here, what usually comes to market and the checks worth making before you reserve a unit. For the full step-by-step process, see our guide to buying off-plan property in Dubai.

Where is Downtown Dubai and how do you get there?

Downtown Dubai lies between Sheikh Zayed Road and Financial Centre Road, with Business Bay bordering it to the south. Emaar describes it as spanning around two square kilometres, centred on Burj Khalifa, The Dubai Mall, The Dubai Fountain and Burj Khalifa Lake, a man-made lake of more than 120,000 square metres.

Public transport is a real advantage here. Emaar points residents to the Burj Khalifa/Dubai Mall station on the Red Line of the Dubai Metro, with a walk or feeder bus from the station, plus several bus routes, taxis and ride-hailing. The main internal road is Sheikh Mohammed bin Rashid Boulevard, known for its restaurants and cafés.

Because Sheikh Zayed Road runs along one edge of the district, driving to neighbouring Business Bay and the rest of the city is direct. If you plan to live in the home yourself, visit the specific tower at the times you would actually commute, as access roads around the mall and fountain area are shared with visitors.

Who is the master developer and what is the area like?

Emaar is the master developer of Downtown Dubai, and the area is built around its landmark assets. Burj Khalifa, which Emaar officially unveiled on 4 January 2010, stands 828 metres tall and includes residences alongside offices and hotels. The Dubai Mall has more than 1,300 retail outlets, and Dubai Opera is a 2,000-seat, multi-format venue that opened in 2016.

The character is urban and high-rise. Emaar's Address, Vida and Palace hotels operate in the district, and the Armani Hotel Dubai is inside Burj Khalifa, so hotel guests and visitors are part of daily life. Souk Al Bahar adds more than 100 shops and 20 restaurants.

Downtown tends to suit buyers who put location, views and amenities ahead of floor space: professionals who want to walk to shops and restaurants, second-home owners who want a recognisable address, and investors who are comfortable with a central, visitor-heavy setting. Families looking for gardens and larger plots usually compare it with villa communities instead.

What property types are launched off-plan in Downtown?

New launches in Downtown Dubai are mostly apartments in towers, from one-bedroom units up to penthouses. Emaar's community page lists apartments, penthouses and serviced residences, and also mentions a smaller number of townhouses.

Emaar projects in the district show the typical mix:

  • Standard residential towers, such as Downtown Views II, offering one- to four-bedroom apartments with Burj Khalifa and fountain views.
  • Opera District towers, such as Act One | Act Two, launched in 2016 with one- to three-bedroom apartments and penthouses across two towers next to Dubai Opera.
  • Branded residences, such as Vida Dubai Mall (one to four bedrooms) and The St. Regis Residences (one to three bedrooms), where a hotel or residential brand is attached to the building.

Branded and serviced residences can come with different service charges and building rules set by the operator, so treat them as a separate product from a standard apartment and ask for the figures. To compare towers across the city, see our off-plan apartment projects and branded residences collections.

What should you check before buying off-plan in Downtown Dubai?

Check the exact unit, the project's registration and the payment schedule before paying a reservation fee. In a dense district, two units in the same tower can have very different views and value.

  • View and orientation: ask for the floor plan, the direction the unit faces and the masterplan for neighbouring plots, so you know whether a Burj Khalifa or fountain view could be blocked later.
  • Registration and escrow: under Dubai Law No. 8 of 2007, off-plan payments go into the project's escrow account, and developers need written Dubai Land Department (DLD) authorisation to advertise off-plan units. The DLD Project Status enquiry and the Dubai REST app show a project's registration status, start and completion dates, escrow bank and developer details. Read our escrow and RERA protection guide.
  • Oqood: the DLD requires the sale contract to be registered in the provisional register within 90 days of signing. See how Oqood works.
  • Costs: budget for DLD fees, service charges and any operator fees in branded buildings, and model the instalments with our off-plan payment calculator.

Frequently Asked Questions

Emaar is the master developer of Downtown Dubai. It built the district's anchor landmarks, including Burj Khalifa, The Dubai Mall and The Dubai Fountain, and continues to launch residential towers there, such as Downtown Views II and Vida Dubai Mall. You can see its wider pipeline on our Emaar off-plan projects page.

Yes. The Burj Khalifa/Dubai Mall station on the Dubai Metro Red Line serves the district, and Emaar directs visitors and residents to it. From the station you can walk or take a feeder bus, and several bus routes and taxis also serve the area. Walking distance to the station varies by building, so check it for the specific project.

Mainly apartments, from one-bedroom units to penthouses, in high-rise towers. Some launches are branded or serviced residences, such as Vida Dubai Mall and The St. Regis Residences. Emaar also lists a small number of townhouses, but buyers wanting a private garden normally look at villa communities instead.

Yes. Business Bay borders Downtown Dubai to the south, and many buyers compare the two. Downtown is an Emaar community built around Burj Khalifa, while Business Bay is a separate district with its own mix of towers and developers. Browse off-plan projects in Business Bay to compare.

Use the Dubai Land Department's Project Status enquiry or the Project Status (Mashrooi) service in the Dubai REST app. Search by project name or number to see its registration status, start and completion dates, escrow bank and developer details. Under Dubai Law No. 8 of 2007, off-plan buyers' payments are deposited into the project's escrow account.
