Ready or off-plan: choosing your villa route
Buy a ready villa if you need to move in soon or want rental income from day one; buy off-plan if you can wait for completion and prefer to spread payments. The decision usually comes down to timing, cash flow and how much you value seeing the finished home.
A ready villa lets you judge things plans cannot show: the plot, garden, orientation, privacy, the condition of the build and how the street feels. Have a survey done on older homes and allow for maintenance or upgrades. In freehold areas, the developer must issue an electronic no-objection certificate before DLD will register the transfer.
An off-plan villa is bought from the developer and paid for according to its payment plan, often through construction and sometimes after handover. Under Dubai Law No. 8 of 2007, a developer selling off-plan must open a project escrow account, and buyers' payments are deposited into it. You take on delivery risk and buy from plans and show homes, so judge the developer's record carefully.

Costs of buying a villa in Dubai
Expect to pay a 4% DLD registration fee plus fixed registration charges, with an extra fee if you take a mortgage. On a villa these costs are substantial in cash terms, so set them aside before you agree a price.
DLD's published schedule for registering a sale lists:
- Registration fee: 4% of the sale value, shown as 2% from the buyer and 2% from the seller. Check your contract to see who pays.
- Title deed and map fees: AED 250 for the title deed and AED 250 for the villa map, plus knowledge and innovation fees of AED 10 each.
- Trustee office fee: AED 4,000 plus VAT where the sale value is AED 500,000 or more (AED 2,000 plus VAT below that).
- Mortgage registration: 0.25% of the mortgage value, if you borrow.
Villas within communities with shared facilities also carry annual service charges; DLD's Service Charge Index shows the RERA-approved rates for jointly owned projects. Running costs such as garden care, pool maintenance and cooling are worth estimating too.
Our DLD fees guide and buying guide explain every step.
Where to buy a villa in Dubai
Shortlist communities by daily life first: school runs, commute, and whether you want a golf, park or waterfront setting. Then compare plot sizes, service charges and the amount of new supply planned nearby.
- Dubai Hills Estate is a joint venture between Emaar and Meraas, announced in 2013 as the first phase of Mohammed Bin Rashid City. Its neighbourhoods are arranged around an 18-hole championship golf course.
- Palm Jumeirah is master-developed by Nakheel. Launched in 2001, it has three main areas: the trunk, lined with residential apartments; gated residential communities off the spine; and a crescent of beachfront resorts and residences.
- DAMAC Hills, Dubailand, Al Furjan, Mohammed Bin Rashid City and Meydan City are also worth comparing; each area page lists the current projects.
Developer hubs such as Emaar, Nakheel and DAMAC group projects by builder, and our guide to where to buy off-plan compares communities in more depth.
Mortgages and residency for villa buyers
You can finance a villa, but the deposit rises with the price and is higher for off-plan homes. The Central Bank of the UAE sets the maximum loan-to-value (LTV) ratios that lenders must apply:
- Expatriates, first home: up to 80% below AED 5 million and up to 70% above it.
- UAE nationals, first home: up to 85% at AED 5 million or less and up to 75% above it.
- Second home or investment: up to 60% for expatriates and 65% for nationals.
- Off-plan: up to 50% for every buyer.
Loans run for a maximum of 25 years, and total debt repayments are capped at 50% of gross salary and regular income. See how to get a mortgage in Dubai and our off-plan mortgage guide.
A villa priced at AED 2 million or more may also be relevant to long-term residency. The UAE government portal lists a minimum capital of AED 2 million, which can be through property ownership, for its real estate investor Golden Visa category. Conditions for mortgaged and off-plan property are set by the authorities, so confirm them before relying on a visa; our Golden Visa guide explains the process.
