Where to find off-plan villa communities
Off-plan villa projects are spread across several of Dubai's master communities. Each community has a master developer that sets the overall plan. Some established examples:
- Dubai Hills Estate: Emaar describes it as a 2,700-acre community built around an 18-hole championship golf course, with apartments, villas and townhouses.
- DAMAC Hills: a 42 million sq ft community, originally launched as Akoya by DAMAC, with the Trump International Golf Club at its centre, as reported when the developer renamed it.
- Arabian Ranches, The Valley and The Oasis: Emaar lists Arabian Ranches and The Valley as villa and townhouse communities. It describes The Oasis as villas and mansions set along waterways.
- Palm Jumeirah: Nakheel describes the island's fronds as private, gated villa communities.
You can also browse villa projects by developer, for example Emaar, DAMAC, Nakheel or Sobha.
What to compare: plot, built-up area and position
Two villas with the same number of bedrooms can differ a lot in value. Compare their measurements and where each plot sits, not just the price.
- Plot area and built-up area: the plot is the land. The built-up area (BUA) is the floor space of the house. Get both figures in writing and check that they match the SPA and the floor plans.
- Plot position: a corner plot, or one facing a park or golf course, or one backing onto a road, will differ in privacy, light and resale appeal. Check the master plan to see what will be built next to you.
- Layout and orientation: garden size, the direction the garden faces, parking, and whether there is a maid's room and storage.
- Area differences: DLD explains that if the final area is larger than agreed, the developer cannot charge for the increase unless the contract expressly allows it. If it is smaller, the developer must compensate you for any shortfall beyond 5% of the net area. Read how your SPA deals with this.
- Community rules: ask whether extensions, pools or garden structures are allowed and what approvals you would need.

Handover timing and community readiness
A villa's handover date tells you when you get the keys. It doesn't tell you whether the community around it will be finished. In a new master community, schools, shops and transport links may open in phases after the first homes are handed over.
- Check the date in the SPA: note the expected completion date and any grace period the developer has allowed.
- Track progress: DLD's Project Status Enquiry and the Dubai REST app show a project's completion percentage. DLD says the payment schedule is based on construction progress. Before paying, you can ask the developer for a letter from the DLD-approved project consultant confirming progress.
- Ask about phasing: find out which facilities are planned for your phase and which depend on later phases.
- Plan your snagging inspection: inspect the villa before you accept handover. Our snagging guide explains the process.
If you need to move in by a particular date, filter for projects handing over in 2026 or 2027.
Payment plans and the full cost of a villa
You pay for an off-plan villa in stages, following the schedule in your SPA, so check the schedule as carefully as the price. Compare how much you pay during construction, at handover and, on some plans, after handover. Our payment plans page explains the main types.
Budget for these costs on top of the price:
- DLD registration: 4% of the property's value, plus knowledge and innovation fees of AED 10 each.
- Mortgage registration: if you finance the purchase, DLD charges 0.25% of the loan amount.
- Community service charges: fees for the master community, and for any sub-community, once the project is complete. DLD's Service Charge Index shows the RERA-approved rates for existing projects.
If residency is part of your plan, the price matters too. DLD's Golden Visa service is for investors who own property worth at least AED 2 million at the time of purchase. The official pages don't set out rules for off-plan units, so confirm with DLD and read our Golden Visa guide.
